India Travel Guidelines

It is the sole responsibility of passengers to ensure that they meet the Entry and Health Requirements of the Desired Destination/Transit (if applicable) and hence request travellers to read and understand the guidelines of your respective State/city travelling to, as different State Governments have laid down their respective COVID-19 protocols for their arriving passengers.

This Standard Operating Procedure shall be valid w.e.f. 14th February 2022 (00.01 Hrs. IST) till further orders. Based on the risk assessment, this shall be reviewed from time to time.

Planning for Travel

  • All travellers should

  • Submit complete and factual information in self-declaration form on the online Air Suvidha portal (Apho Registration) before the scheduled travel, including last 14 days travel details.

  • Passengers holding vaccination certificate issued by the listed 108 countries including Kuwait need not undergo RT-PCR at D-72hrs, they have an option to upload the vaccination certificate. The listing of such Countries is available on website of Ministry of Health & Family Welfare (https://mohfw.gov.in) and the link of the same will be available at website of Ministry of External Affairs and Air Suvidha Portal

  • Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.

  • They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Government of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority any post arrival requirement to undergo home/institutional quarantine/ self-health monitoring, as warranted.

Before Boarding

  • Do's and Don'ts shall be provided along with ticket to the travellers by the airlines/agencies concerned.

  • Airlines will allow boarding by only those passengers who have filled in all the information in the Self Declaration Form on the Air Suvidha portal and uploaded the negative RT-PCR test report or Covid -19 vaccination certificate of having completed the primary vaccination schedule**.

  • At the time of boarding the flight, only asymptomatic travellers will be allowed to board after thermal screening.

  • All passengers shall be advised to download Aarogya Setu app on their mobile devices.

  • Thermal screening would be carried out in respect of all the passengers by the health officials present.

  • The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol. If tested positive, their contacts shall be identified and managed as per laid down protocol.

The following protocol post arrival shall also be followed

  • A sub-section (2% of the total passengers in the flight) shall undergo random post-arrival testing at the airport on arrival.

  • Such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). They will submit the samples and shall be allowed to leave the airport.

  • If such travellers are tested positive, their samples should be further sent for genomic testing at INSACOG laboratory network. d. They shall be treated/isolated as per laid down standard protocol.

  • All travellers will self-monitor their health for next 14 days of arrival.

  • If travellers under self-health monitoring, develop signs and symptoms suggestive of COVID19, they will immediately self-isolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number.

* Children under 5 years of age are exempted from both pre- and post-arrival testing. However, if found symptomatic for COVID-19 on arrival or during the period of self-monitoring period, they shall undergo testing and treated as per laid down protocol.

** There are Countries which have agreement with India on mutual recognition of vaccination certificates of Nationally recognized or WHO recognized vaccines. Similarly, there are Countries which presently do not have such an agreement with India, but they exempt Indian citizens fully vaccinated with Nationally recognized or WHO recognized vaccines. On the basis of reciprocity, the travelers from only such Countries which provide quarantine-free entry to Indians will be allowed for relaxation under Certificate of completing full primary vaccination schedule of COVID-19 vaccination. The listing of such Countries is available on website of Ministry of Health & Family Welfare (mohfw.gov.in) and the link of the same will be available at website of Ministry of External Affairs and Air Suvidha Portal. This is also a dynamic list and will be updated from time to time. The travelers from such countries only are considered for allowing entry based on vaccination certificate & shall upload their fully vaccinate certificate on the Air Suvidha portal.

Additional requirements :

  • All passengers travelling to India must be registered with Indian Embassy no later than 24 hours prior to the flight departure.

  • While filling Self-Declaration Form, apart from providing all other information required in the Self-Declaration Form, passengers need to select: - Whether they plan to disembark at the arrival airport or take further flights to reach their final destination in India. - Based on this selection, the receipt of Self-Declaration Form (dispatched online to the transiting travellers) - will display “T” (Transit) in easily readable and bigger font than other text. - The passengers will need to display this receipt to State authority / Government officials at the arrival airport for segregation. - Entry made in the SDF regarding telephone number, e-mail ID and address would be reconfirmed at the port of arrival, for Passengers arriving to Kochi please ensure to provide the name of the Panchayat as well.

  • All Passengers must also carry the original negative RT-PCR report along with the printout of the Self-Declaration/PCR updation on Air Suvidha, failing which they can be denied boarded at the origin station while Checking-In for the flight.

  • Required precautions such as wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc are to be observed by all the passengers. Non-adherence to the COVID-19 precautions guidelines is subject to action against the violator as per the country of departure/origin. Kuwait Airways has the right to deny boarding/cancel reservation to any passenger who does not fully comply with the most recent Indian Authority Guidelines.

  • Scheduled flights may change from time to time on short notice according to latest updates on COVID-19 operating conditions.

Chennai
(Tamil Nadu)

Passengers holding vaccination certificate issued by India and the listed 117 countries need not undergo RT-PCR at D-72hrs, they have an option to upload the vaccination certificate.

RT-PCR test at D-72 hrs is mandatory for passengers who hold vaccination certificate issued by countries which are not specified in the list of Countries/Regions in respect of which primary vaccination schedule completion certificate is allowed to be uploaded.

List of Countries is available along with the Guidelines dated 01.06.2022 by MoHFW, Govt of India on https://mohfw.gov.in. The list remains dynamic and shall be updated time to time.

Random post arrival testing of 2% of the total passengers in each flight for all international arrivals will be done by State Health Authorities free of cost.

Children under 5 years of age are exempted from both pre- and post-arrival testing.

Mix Domicile passengers permitted.

All travellers have to undergo thermal screening on arrival and will self-monitor their health for next 14 days of arrival.
The passengers found to be symptomatic during screening shall be immediately isolated taken to isolation room as designated/segregated place and then taken to medical facility as per health protocol.

Bangalore
(Karnataka)

1. There is no more arrival PCR test for passengers arriving at BLR Airport. 2. Passengers having Vaccination certificates issued from those countries having agreement with India on mutual recognition of vaccination can carry vaccination certificates. Remaining passengers can carry RT-PCR report taken 72hours prior dep. 3. APHO (Airport Health Organization) staffs will randomly select 2% of total arrival passengers for PCR test ( free of cost) . Once test is done, passengers can exit the airport. The test results will be shared to Passengers via email or to the provided contact number.

• Mix domicile permitted.

Passengers will undergo 7days home quarantine.

SELF REPORTING FORM/EXEMPTION REQUEST 1. All passengers to mandatorily register on AIR SUVIDHA ,upload vaccine certificate/RT-PCR report and self-declaration. 2. Passengers are advised to download Aarogya Setu App.

Ahmedabad
(Gujarat)

1. A subsection (2% of the total flight passengers) shall undergo post-arrival testing at random at the airport on arrival. (Self-paid)

2. Children under 5 years of age are exempted from both pre- and post-arrival testing. However, if found symptomatic for COVID-19 on arrival or during home quarantine period, they shall undergo testing and treated as per laid down protocol.

3. All applicable charges for RT-PCR to be borne by passengers.
- Charges to be directly paid by passenger to operating laboratory by cash/card/UPI.

No restriction

- The passengers found to be symptomatic during screening shall be immediately isolated taken to isolation room as designated/segregated place and then taken to medical facility as per health protocol.

Mumbai (Maharashtra)

• Passengers holding vaccination certificate issued by the listed 117 countries need not undergo RT-PCR test at D-72hrs as they have an option to upload the vaccination certificate.

• List of Countries is available along with the Guidelines dated 01.06.2022 by MoHFW, Govt. of India on https://mohfw.gov.in. The list remains dynamic and shall be updated time to time.

• RT-PCR test report taken 72hrs prior to departure is mandatory for passengers who hold vaccination certificate issued by countries which are not specified in the list of Countries/ Regions in respect of which primary vaccination schedule completion certificate is allowed to be uploaded.

• Children under 5 years of age are exempted from both pre- and post-arrival testing.

• All passengers must upload the negative PCR report or vaccination certificate to the Air Suvidha portal while compiling the SDF.

• 2% of the total passengers in the flight randomly selected by the Airline should undergo RT-PCR test on arrival at BOM Airport.

• Mix Domicile passengers are permitted.

• Currently no special rules for Mix Domicile passengers at BOM.

NIL

• Boarding is allowed only for those passengers who have filled in the SDF on the Air Suvidha portal.

• All travelers (including infants) should - (i) submit self-declaration form on the online Air Suvidha portal (www.newdelhiairport.in) before the scheduled travel. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.

Delhi

Negative – RT PCR test report taken within 72 hrs of arrival, exempts from institutional quarantine.

The report to be uploaded in the website : www.newdelhiairport.in

Mix Domicile permitted.
• passengers travelling on any domestic connections the above RT-PCR report should be taken with in 72 hrs.

14 Days Home Quarantine / SELF MONITORING OR AS WARRANTED

Self Reporting Form/Exemption Request Form to be submitted online/Airsuvidha (at least 72 hours before scheduled departure.
• International Passengers are required to install Arogya Setu App / All travelling passengers from Middle East shall be mandatorily subjected to self paid confirmatory Molecular test on Arrival at Indian Airports.

Cochin / Thiruvananthapuram
(Kerala)

• Passengers holding vaccination certificate issued by the listed 117 countries need not undergo RT-PCR test at D-72hrs as they have an option to upload the vaccination certificate.
